Pre-Solicitation Synopsis The U.S. Army Corps of Engineers (USACE) Baltimore District is planning the re-procurement of an indefinite-delivery indefinite-quantity (IDIQ) single-award delivery-order contract for phosphoric acid for the Washington Aqueduct Division (WAD) in Washington, D.C. Attached is a draft statement of work (SOW). WAD provides potable water to approximately one million people in the District of Columbia and Northern Virginia. As part of the water treatment and supply system, WAD maintains and operates the Dalecarlia Water Treatment Plant (WTP) and McMillan WTP. This is a synopsis of the requirement ONLY. An official Request for Proposal (RFP) is anticipated to be posted in the Procurement Integrated Enterprise Environment (PIEE) on or around 11 July 2025 Attachments: Draft Statement of Work

The Contractor shall furnish all of Washington Aqueduct?s phosphoric acid 75% in accordance with the specifications within this Statement of Work (SOW). Phosphoric acid is used at Washington Aqueduct?s two water treatment plants (WTPs), Dalecarlia WTP and McMillan WTP. The phosphoric acid shall conform to the requirements of ANSI/AWWA Standard B507, latest revision, except as modified or supplemented herein, and shall be certified to meet National Sanitation Foundation / American National Standards Institute Standard (NSF/ANSI) Standard 60.
