Network Integration Engineering Facility (NIEF) Engineering Services Pre-Solicitation Synopsis N66001-26-R-0008

The Department of the Navy, Naval Information Warfare Center (NIWC) Pacific, Codes 42150 Network Integration Engineering Facility (NIEF) and 42190 Command, Control, Communications, Computer, and Intelligence (C4I) Pre-Installation Test and Checkout (PITCO), have a requirement to provide program management, basic research, end-to-end system design, prototype development, systems engineering, integration, Environmental Qualification Testing (EQT), production, software loading, Government Acceptance Testing (GAT)/PITCO, deployment, and life cycle support of Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems. This is a follow-on requirement to an existing Single Award Contract (SAC) that was competed under full and open competition as an Indefinite Delivery-Indefinite Quantity (IDIQ) contract awarded to Noblis MSD on 31 August 2021 with a five-year ordering period. NIWC Pacific does not intend to hold an industry day for this requirement. This proposed acquisition has security requirements at the Secret level. This requirement will be solicited under full and open competition, anticipated to result in a SAC. NIWC Pacific intends to issue a solicitation for a SAC/IDIQ contract with Cost Plus Fixed Fee (CPFF) Contract Line-Item Number (CLIN) for Services and Cost CLINs for Material and Other Direct Costs (ODCs). The prospective contract will have a five-year ordering period. The estimated annual level of effort for this procurement, based upon Full Time Equivalents (FTEs) will be approximately 215.5 per year. Each FTE is estimated to be 1,920 hours per year. Additionally, there is potential for approximately 2.2% more work in overtime hours per year. The NAICS code for this procurement is 541330 with a size standard of $47 (millions of dollars).
