Summary

AI-generated · Aug 24, 2025

Qualified prime contractors, including small, HUBZone, woman-owned, 8(a), or service-disabled veteran-owned firms, are being sought to determine if this project should be set aside for one of those programs. To participate, email CFLAcquisitions@dot.gov with (1) a clear statement of intent to bid as the Prime Contractor; (2) a list of all applicable socioeconomic categories; (3) a bonding letter from a bonding agent showing capability to bond for a single project of $5 million and indicating overall bonding capacity; and (4) a list of road construction projects of equal or greater value and scope to the Hoffer Lake Access project, including whether you served as prime or subcontractor and whether the project occurred in federal lands (national refuge, forest, park, monument, or other natural-resource sensitive areas). Demonstrated experience in construction phasing, temporary traffic control, and timely project completion is required, and firms must be SAM-certified.

Project scope involves widening and paving 7th Street NE from 5th Avenue NE through Hoffer Lake Park (approximately 1.06 miles) to a 24-foot pavement width (two 11-foot lanes and 1-foot shoulders). Design speed is reduced to 25 mph to accommodate park conditions, and grading is adjusted to fit the existing road bench to minimize material use and wetlands impacts. Reconditioning is not included due to 4R earthwork. Principal work items include roadway excavation (~6,000 cubic yards), waste (~3,952 cubic yards), aggregate base (~6,000 tons), asphalt concrete pavement (~3,500 tons), pavement markings (~8 miles), and temporary traffic control. The project is estimated to cost between $2 million and $5 million. Experience delivering similar work in federal lands, along with strong construction phasing and timely completion capabilities, is required.

THIS IS NOT A REQUEST FOR BID PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs.
