Summary

AI-generated · Aug 23, 2025

WEXMAC 2.1 TITUS seeks contractors to provide planning and rapidly integrable capabilities to set theaters and sustain Joint, Interagency, Intergovernmental, and Multinational operations from initial setup through stability/DSCA phases. The scope covers a broad range of services and supplies—base operations and life support, lodging, medical, force protection, communications, logistics, and a wide set of Class I–VIII items—designed to enable theater opening, sustainment, theater distribution, and DSCA support with a 72-hour responsiveness target, for work performed at locations on and off U.S. Government installations. The program has a collective ceiling of up to $10 billion and includes a partial small-business set-aside for certain regions, with defined order-availability constraints.

New/changed: The solicitation introduces Rolling Admissions and Removals, allowing the Government to consider adding contractors through new competitions when beneficial, with the Procuring Contracting Officer authorized to initiate such competitions. Responses to questions and proposal submission remain governed by the RFP, with amendments having updated multiple sections and clarifications, including the addition of an AI-based tool in the proposal evaluation process. No extensions to proposal due dates are noted in the amendments.

This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions requiring the notification of proposed contract actions. This announcement is not a solicitation or request for quotes or proposals and no contract or purchase order will be awarded from this notice. The subsequent solicitation (Request for Proposal) is expected to be available on June 25, 2025.
