The current study will build upon the outcomes of the initial FLEX study conducted in 2025, which focused on identifying novel options to deliver NATO Defense Planning Process Capability Targets (CT) in whole or in part. In lieu of a bidder s conference, HQ SACT invites bidders to submit technical and contractual questions via email for clarification no later than 27 March 2026. All Contracting Officers listed on this RFP must receive such requests. The proposal shall consist of two separate documents (Technical / Price) sent via e-mail as per the attached instructions. No hard copy proposals will be accepted. The e-mailed documents shall be received no later than 17 April 0900 hours, ET. No bids shall be accepted after this date and time.
