Summary

AI-generated · Aug 23, 2025

Provide maintenance services for electrical receiving and distribution systems and the SCADA system serving NAF Atsugi and US Forces Japan control areas in the Kanto Plain, Japan. Scope covers maintenance, inspection, and repair of the main electrical substation facility, 60-cycle power plant, building substations (transformer banks), cubicle-type secondary substations, various substations at multiple locations, high- and low-voltage equipment, and the SCADA system itself. The work is to be performed under a single base year with the option to extend to a total of eight years, and all work must be carried out in Japan. Contractors must be licensed to operate in Japan, comply with all applicable laws and labor standards, and hold the appropriate licensing from the national or prefectural authorities; personnel must be versed in electrical distribution and SCADA, with certification per NAVFAC MO-200 or local electrician certifications, and journeyman-level qualifications for work not requiring inspector certification.

This is market research for capability, not a solicitation or contract. Respondents should submit a Capability Statement showing ability to perform these services at military and federal facilities, including firm information, SAM status, up to three relevant projects in the last ten years, and detailed project data (contracting activity, points of contact, contract type, performance period, value, and a summary of work). Data provided may be protected, and responses will not be notified of results. Note that a later, second notice reiterates the same requirements with an extended response deadline; there is no change to the scope, only the submission deadline in the updated notice. The SOFA provisions indicate the government will not confer US Official Contractor status or civilian-component certification under the current market research, absent a specific task order.
