This is a Combined Synopsis/Solicitation for a service requirement to purchase and install Replace Safety Valves On 3 Boilers for the VA Fresno Medical Center. The purpose of this combined synopsis/solicitation is to update the RFI due date to September 26, 2025. In addition, to provide clarification that the RFQ due date is October 02, 2025 by 12 PM PST, not October 22, 2025. The solicitation (RFQ) has been updated to reflect these corrections.

The purpose of this Combined Synopsis/Solicitation Amendment is to: Provide the VA Responses to RFIs submitted by 09-26-2025 (see attachments); Provide the 09-26-2025 and 09-30-2025 site visit sign in sheets (see attachments); Provide revised solicitation 36C26125Q0949 with includes a revised Statement of Work (SOW) (see attachments). Provide the Data Report and Diagrams (see attachments). Provide the VHA Boiler and Associated Plant Safety Device Testing Manual 8th Edition (see attachments); Extend the RFI submission date from 09-26-2025 to 10-07-2025 by 12:00 PM PDT; Extend the RFQ submission date from 10-02-2025 to 10-15-2025 by 12:00 PM PDT. Due to receiving several inquiries from offerors and for clarification purposes, this solicitation is for a service requirement with a NAICS Code of 238220 and Product Service Code of N045. This solicitation is not a construction requirement. The VA has provided its response to the inquiries and will not respond to additional RFIs/Questions related to this matter. Quotes previously submitted will not be used for evaluation purposes due to the solicitation documents being revised and posted on 10-22-2025.
