This effort will have an estimated period of performance of one (1) year. The planned award date is February 2026. This action is being awarded on a sole source basis to the BB JPO in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BB JPO is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, BB JPO is the only source that possesses the totality of engineering and technical data required to perform these efforts. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
