Summary

AI-generated · Aug 26, 2025

This is an informational RFI to gauge market capability for a MACC (Multiple Award Construction Contract) IDIQ to perform maintenance, repair, and minor construction on real property at MacDill AFB. The work encompasses design (up to 100%), management, and execution of multiple simultaneous projects across trades such as demolition, site work, concrete, masonry, structural steel, electrical, mechanical/HVAC, painting, carpentry, roofing, millwork, and road repair. The goal is to inform acquisition strategy, determine if a small-business set-aside is appropriate, and decide the best execution method (e.g., ordering under an existing MACC IDIQ or issuing a new solicitation). Respondents should present a capability statement, and SAM registration is required before award.

Two notices differ on eligibility: the first targets small businesses for potential set-aside, while the second opens to large and small businesses. Both request responses limited to five pages, including: set-aside eligibility, unique entity ID or cage code, intent to form joint ventures or teaming arrangements, bonding capacity (single and aggregate), a capability overview for the past five years, and any hesitations about working with the federal government or MacDill AFB. An industry day for MACC 4.0 is planned with a two-person limit per company; if attending, RSVP and provide REAL ID for base access; travel, lodging, and meals are not provided.

THIS NOTICE IS ISSUED AS A RFI ANNOUNCEMENT FOR INFORMATION PURPOSES. This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for BID (IFB), or solicitation, nor does it represent any commitment by the Government. Therefore, we further invite offerors to provide a capability statement in response to this requirement. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of any Federal Government contract.
