Summary

AI-generated · Jan 27, 2026

Procurement focuses on modifying the existing contract to acquire tools and training needed to support Cross Domain Solution Raise-The-Bar version 5.1 certification phased requirements for the MQ-25A unmanned aircraft program. The effort ensures the CDS capabilities meet RTB v5.1 milestones and align with the ongoing MQ-25 development.

Because Boeing is the sole designer, developer, and manufacturer of the MQ-25A, it is deemed the only contractor capable of addressing the interrelated impacts of this work. The government intends to solicit and negotiate with only one source under applicable sole-source authorities; this notice is not a call for competitive proposals. Interested parties may identify their capability to perform the requirement, but the government will use any information to decide whether to pursue a competitive procurement. No phone inquiries will be entertained. Subcontracting opportunities are encouraged, with direct outreach to Boeing for such opportunities.

The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to award a modification under N00019-18-C-1012 to The Boeing Company (Boeing) for the negotiation and award of the procurement for tools and training in support of the Cross Domain Solution (CDS) Raise-The-Bar (RTB) version 5.1 certification phased requirements for the MQ-25A Program. For this proposed action, the Government intends to solicit and negotiate with only one source under the authority of 10.U.S.C. 2304 (c)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other type of supplies or services will satisfy agency requirements." Boeing is the sole designer, developer and manufacturer of the MQ-25A unmanned aircraft and therefore, Boeing is the only contractor with the experienced staff, necessary plants, equipment, suppliers, and technical understanding of what is required for the procurement. Boeing is the only source with the unique capability to address the interrelated impacts of each order on each other and on the developmental efforts of the MQ-25 program. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract effort based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by e-mail or U.S. mail to the attention of Kristine Kessler or Jennifer Alvey using the contact information provided in this synopsis. Companies interested in subcontracting opportunities are encouraged to contact Boeing directly via Brad Westerfeld, Bradley.R.Westerfeld@boeing.com
