The proposed contract action is for construction services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2. The work to be performed will provide for Design-Build construction of a hardened lodging facility in Mogadishu, Somalia inside the Mogadishu International Airport s Green Zone. The immediacy of the Government s need and the continuing nature of the injury means that the Government needs to sole source this work to one contractor; competition would result in an unacceptable delay with a continuing injury of being unable to meet mission, increase risk to personnel, and additional cost incurrence.
