This proposed action would enable OWH to continue work with PFS through FY2027 (last year of training program) that has been underway FY 2022 - 2026 per contract #36C10X22C0034. North American Industry Classification System (NAICS) code 611430 (Professional and Management Development Training) with a size standard of $15M. SAC-F anticipates negotiating and awarding a firm-fixed-price contract to PFS, LLC or this requirement by September 15, 2026. Interested parties that believe they could satisfy the requirements listed above for SAC-F may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. The Government intends to negotiate solely with PFS, LLC under the statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(5) as implemented by the Revolutionary Federal Acquisition Regulations (FAR) Overhaul (RFO) Subpart 6.103-5 entitled, Authorized or required by statute . The applicable statute is Public Law 109- 461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 USC 8127(c). The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote.
