Military Sealift Command (MSC)-Norfolk is seeking eligible businesses to perform and deliver global maintenance, inspection, repair, and certification services for its fleet of shore-based Material Handling Equipment (MHE). The Contractor shall provide all labor, materials, supervision, and equipment necessary to perform annual weight tests, inspections, certifications, and emergent repairs on a diverse fleet of MHE. This equipment is manufactured by various OEMs (including Hyster, Doosan, CAT, Kalmar, and others) with capacities ranging from 4,000 lbs to 65,000 lbs. Services will be performed at MSC warehouse and training facilities located across the Continental U.S. (CONUS) and Outside the Continental U.S. (OCONUS), including but not limited to Guam, Italy, Bahrain, and Japan. The Contractor must be capable of meeting required repair timelines of ten (10) working days for CONUS locations and fifteen (15) working days for OCONUS locations. All work must be performed in accordance with Original Equipment Manufacturer (OEM) technical manuals and relevant Naval publications, including NAVSUP P-538 and NAVSEA SW0-23-AH-WHM-10. The Government anticipates a period of performance with a one (1) base year and four (4) 1-year option periods commencing on or about 01 August 2026. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry standards.
