This is a request for information (RFI) / SOURCES SOUGHT SYNOPSIS. This request is not a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. Responses to this notice are not considered offers and cannot be accepted by the government to form a binding contract. The purpose of this request for information is in support of market research being conducted by the Air Force Metrology Calibration Program (AFMETCAL) to identify potential sources and gather information on current capabilities within the market. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder. All costs associated with responding to this RFI will be solely at the responding party's expense. The level of security clearance and amount of foreign participation in this requirement has not been determined. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. Currently there are no funds available for this acquisition. The Air Force Metrology and Calibration Program is considering a purchase of metrology furnaces. The metrology furnaces will be used with existing tin and zinc fixed-point cells to calibrate standard platinum resistance thermometers. They will also be used to anneal platinum resistance thermometers. The range of the furnaces shall be 50 to 500 C and they shall be compatible with existing tin and zinc cells. These furnaces shall be interchangeable and be able to be used for both fixed point cells and annealing. They will be used at the Air Force Primary Standards Laboratory. Interested vendors should submit a brief capability statement including company information (DUNS, CAGE, business size), relevant experience, and rough order of magnitude pricing. The NAICS code assigned to this acquisition is 334513 with a size standard of 750 employees. The total estimated quantity of 3 units over 1 year. Reconditioned, remanufactured, or used material is not acceptable for this item. AFMETCAL at Heath OH intends to solicit and award a Sole Source Firm Fixed Price (FFP) contract under Simplified Acquisition Procedures (SAP) in accordance with Revolutionary FAR Overhaul (RFO) Part 12 Acquisition of Commercial Products and Commercial Services and RFO 12.201-1 Simplified Procedures for the purchase of Metrology Furnaces for use of calibrating standard platinum thermometers for the Air Force Primary Standards Laboratory (AFPSL). Only Isotech North America can provide the furnaces without substantial duplication of costs. The furnaces are required to be used with proprietary fixed-point tin and zinc cells. No other manufacturer makes a furnace that is compatible with the existing cells. The Isotech furnaces are also interchangeable between annealing and fixed-point cells. For this requirement, there is no other action that can be accomplished to generate competition without substantial duplication of costs. This procurement will provide the best value to the Government at this time. The Government envisions a Firm Fixed Price type contract. The anticipated quantity is 3-unit upgrades over a 1-year period. The requirement is for AFPSL Furnaces in accordance with the Purchase Description, which is available for download at this site. A copy of the approved J&A is also posted with this notification. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within fifteen (15) days of this publication.
