Medicare Payment System Modernization (MPSM) Product Strategy Limited-Sources Justification 250905J

CMS seeks strategic product management support for the Medicare Payment System Modernization (MPSM) product suite under a Product Strategy BPA Call. The contractor will provide strategic recommendations to the Product Steering Committee and OIT/AMG leadership, collaborate with CMS Product Managers to develop Epics and Leading Indicators for Minimum Viable Products, identify dependencies, risks, and blockers and assist with mitigation, help prioritize the program backlog, and develop and maintain the Product Roadmap with AMG leadership approval. The role also includes maintaining the overall product backlog, participating in Scrum of Scrums, and offering expert product management advice to product managers involved in the modernization effort.

The objective is to modernize Medicare’s claims processing system to meet evolving needs while increasing flexibility, efficiency, and sustainability, balancing modernization with maintenance of current systems to deliver adaptable solutions for future business requirements. This is a limited-sources effort focused on product strategy and agile governance activities such as backlog maintenance, roadmap development, and cross-team coordination.
