The Indian Health Service (IHS), the Albuquerque Area Indian Health Service (AAIHS), Office of Environmental Health and Engineering (OEHE) has a requirement for Mechanical, Electrical, and Plumbing (MEP) services for the Albuquerque Area IHS facilities. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation # 75H70726R00003 is issued as a Request for Proposals (RFP), unless otherwise indicated herein. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2025-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 561210 with a small business size standard $47.0M. Set-Aside: Under the Buy Indian Act, 25 U.S.C. 47, through the transfer of authority from the Department of Interior to HHS, offers will be solicited from Indian Small Business Economic Enterprises (see HHSAR Subpart 326.6) that are also small business concerns. If there is not enough competition and/or reasonably priced offers received from the ISBEE set-aside, then quotes will be considered for award to other small business concerns. Avenue, Zuni, NM 87327 This solicitation will result in Multiple BPAs with a Base + 4-Option Periods from the date of award based on Satisfactory Performance ratings. Invoicing Invoices submitted under an award resulting from this solicitation will be required to utilize the Invoice Processing Platform (IPP) in accordance with HHSAR 352.232-71, Electronic Submission and Processing of Payments Requests (FEB 2022). Payment All payments by the Government under an award shall be made by electronic funds transfer (EFT), per FAR 52.232.33 (OCT 2018).
