McClure Industries Laundry Carts with retractable Tow System (Notice of intent to sole source) NOI-CC-25-006371
Summary
AI-generated · Sep 29, 2025Eight laundry carts with retractable tow systems are required from McClure Industries to match the current carts used with government-owned Cushman tuggers. Substituting another brand is not acceptable because of safety risks from towing very heavy carts (700–800 pounds) and the need for compatibility with the existing hitching posts. These carts have been in use since 2000 and have an approximate seven-year life cycle; delivery is expected within about 30 days, with the work performed at a Bethesda, MD facility over a one-year period.
This is a sole-source, not-a-competitive procurement. Other vendors who believe they can meet the requirement may submit a capability statement for consideration by emailing to lu-chang.lu@nih.gov with the subject line NOI-CC-25-006371, by the stated deadline.
Acquisition Description: This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with McClure Industries. The MMESD, Storage & Distribution Section has a requirement for the vendor to provide the NIH Clinical Center/MMESD with and 8 laundry carts according to the following specifications listed under the contractor requirements. The NIH has been using these laundry carts since the year 2000. The average life cycle is 7 years for the laundry carts. We are currently using the vendor laundry carts with retractable tow system. Justification: We specifically need McClure Industries Laundry Carts with retractable Tow System. If another vendor laundry cart is used, it will not matchup with the hitching post on the government owned Cushman tuggers. It is a huge safety risk for staff to try and pull clean/soiled laundry carts weighting 700 to 800 pounds. Thus, we need this same brand of laundry carts so they are compatible with our current carts and systems. McClure Industries is the manufacturer and the sole source for their laundry carts. See Bill of Materials. Place of Performance or Delivery: The Period of Performance is: 09/30/2025-9/29/2026 Estimated Delivery within 30 days. Place of Performance: NIH Clinical Center in Bethesda, MD The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
