Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Arcadis U.S., Inc., located at 1210 Premier Dr STE 200, Chattanooga, Tennessee 37421. The purchase order will specifically procure maintenance and repair support services for NIST Small Chamber Emission Testing System for a one-year base period with options for four additional service years. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 811210 Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $34.0 million. Description The NIST Indoor Air Quality and Ventilation Group within the Building Energy and Environment Division requires support services for its custom small chamber emission testing system and mobile sampling cart system. This shall include software maintenance and enhancements as well as general maintenance and repair support. The Contractor is not responsible for providing parts for repair support but shall be responsible for identifying hardware issues and the parts required to resolve those issues, as well as for performing the actual repairs. Sole Source Determination The sole source determination is based on the following: The Indoor Air Quality and Ventilation Group seeks maintenance and repair support services for a small chamber emission testing system and a mobile sampling cart. Both the emission testing system and mobile sampling cart were custom built for NIST by Arcadis U.S., Inc. using commercially available products. The emission testing system is controlled by a proprietary software program developed by Arcadis U.S., Inc. and the mobile sampling cart must be calibrated to work with the emission testing system. Maintenance and repair services is necessary so to ensure the emission testing system s optimal performance and continuous operation, routine maintenance checks and repairs to all system components are required. As Arcadis U.S., Inc. designed and built both systems, and the software for the emission testing system is proprietary to Arcadis U.S., Inc., only this contractor is capable of providing the required maintenance services. Use of any other contractor would jeopardize systems functionality and on-going research activities.
