Summary

AI-generated · Aug 24, 2025

Twice-argued requirement: procure multiple firm-fixed-price IDIQ contracts to provide Tailored Logistics Support for Maintenance, Repair, and Operations in the EUCOM and AFRICOM Areas of Responsibility. The scope covers a broad range of commercial MRO items and related incidental services needed to maintain facilities, including HVAC, plumbing, electrical, tools, chemicals and lubricants, construction materials, prefabricated structures, appliances, utility vehicles, perimeter security items, and communications devices, with incidental services such as installation. The work is divided into three zones (Europe North of the Alps, Europe South of the Alps/Mediterranean, and Africa), with the government intending to award one TLS Prime Vendor contract per zone. Each contract has a five-year ordering period with no option years, and proposal costs are not reimbursable.

There are pre-proposal conference notices for a virtual meeting, and bidders must submit questions by the stated deadline using the Comment Resolution Matrix. This is an unrestricted, follow-on procurement to prior TLS MRO contracts, SPE5B1-21-D-0002/0003/0004. Amendment 0002 provides government responses to industry questions via a compiled Question Resolution Matrix, corrects and clarifies several proposal and evaluation elements (including adjectival rating language, page limits, and formatting), updates definitions and forms (e.g., 1449-related items), and revises the Price Evaluation List and related documents; the core scope and competition structure remain unchanged.

This is a contracting announcement by DLA Troop Support Europe and Africa to solicit and competitively award multiple firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) contracts for Tailored Logistics Support (TLS) for Maintenance, Repair, and Operation (MRO) requirements in the EUCOM and AFRICOM Areas of Responsibility (AOR). MRO products include all commercial items associated with the maintenance, repair, and operation of a facility. This scope includes but is not limited to: Heating, Ventilation, and Air Conditioning (HVAC) supplies; plumbing supplies (e.g. bath and shower fixtures, and ablution units); electrical products (e.g. generators, wire, connectors, sockets, outlets, lights, etc.); tools; chemical, lubricating, and rubber products; construction supplies (e.g. cement, lumber, plywood, bricks, blocks, steel, aluminum, and other metal products); conduits; prefabricated structures (e.g. re-locatable buildings, and prefabricated buildings complete with furnishings, appliances, etc.); appliances; utility vehicles; perimeter security items such as: barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); communication devices (e.g. walkie-talkies and two-way radios used by the maintenance personnel); and various other commercial supplies required by the war-fighters to accomplish their mission. MRO support also includes related incidental services. Incidental services are standard commercial services performed in connection with supplying items under the scope of the contract (an example of an incidental service may be requiring installation of an HVAC system purchased under the contract). This solicitation subdivides the MRO regions into three zones: Zone 1 Europe North of the Alps, Zone 2 Europe South of the Alps/Mediterranean Countries, and Zone 3 - Africa. A listing of the countries supported under each zone can be found in the attached solicitation document. The Government intends to award a single TLS Prime Vendor (TLS PV) contract for each zone. Each contract awarded will have a five-year ordering period. The Government does not intend to include option years. This requirement is a follow-on procurement for contracts SPE5B1-21-D-0002, SPE5B1-21-D-0003, and SPE5B1-21-D0004. This requirement will be unrestricted. Prospective offerors should be aware that proposal preparation costs are not reimbursable. The following attachments are included in this solicitation announcement: Attachment 1 - Statement of Work Attachment 2 - Price Evaluation List Attachment 3 - MRO Usage Data Reporting Instructions Attachment 4 - Vendor Question Resolution Matrix Attachment 5 - Past Performance Questionnaire Attachment 6 - Vendor Change Request Form Attachment A - Solicitation SPE5B125R0002 *Attachments 1-6 are embedded in Attachment A in pdf form.
