Maintenance and Service for Installed Security System 20250007655

The scope of this Performance Work Statement (PWS) is to provide Maintenance and Service for the currently installed, Lenel Controlled Access, electronic security systems (ESS) detailed in Technical Exhibit 1 (TE1). The equipment listed in TE1 are the major components that make up the security systems that operate Common Access Card (CAC) reader doors and gates, Closed Circuit Television (CCTV) video monitoring systems, and intercom systems installed throughout the buildings at Naval School Explosive Ordnance Disposal (NAVSCOLEOD). This list is not all inclusive. Maintenance and Service must be included for any hardware/software not listed on TE1 that supports any of these ESS to include operating system updates as needed to maintain system functionality.

To provide Maintenance and Service for the currently installed, Lenel Controlled Access, electronic security systems. Special Industry Notice: The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center (FLC) Jacksonville, FL. intends to issue a sole source award to Allied Universal Technology Services. As it was the only company that had the appropriate licenses to work on Lenel Electronic Security Systems. There are no other license agents or dealers authorized to represent these services. This proposed action is a Firm-Fixed Price contract. The applicable North American Industrial Classification System Code (NAICS) that these items fall under is 561621, Security Systems Services (except Locksmiths). This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined on the PWS. A request for documentation will not be considered as an affirmative response. If no responses are received within the response date of 16 September 2025 at 11:00 AM. Eastern Daylight Time of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, a sole source contract award will be made. This sole-source acquisition meets the conditions under Statutory Authority permitting Other Than Full Competition under 41 U.S. C. 1901(e)2, Special Rules for Commercial Items, as implemented by FAR 13.501(a) and is not a request for competitive quotes, however all interested parties who believe they can meet the requirements should contact tristan.s.mcelhinney.civ@us.navy.mil. This notice does not constitute a request for proposal, request for quote, or an invitation to bid. Interested parties may identify their interest of this requirement and submit product information in response to this notice by 16 September 2025 at 11:00 AM. Eastern Daylight Time via email to tristan.s.mcelhinney.civ@us.navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. If no written responses are received by 11:00 AM Eastern Daylight Time) 16 September 2025, the contract will be solicited without further notice. It is anticipated that any resulting solicitation will be for a sole–source, Firm-Fixed-Price (FFP) contract with a Product Service Code (PSC) J063 and a NAICS of 561621.
