The notice is a means of conducting market research to identify industry s capabilities. Healthcare Technology Management (HTM) located at Madigan Army Medical Center (MAMC) Department of Clinical Investigations requires biomedical maintenance and repair services for Thermo Electron Q Exactive Laboratory Analyzer System and associated components. This sources sought notice is not a solicitation for quotations, proposals nor invitation for bids. Any information submitted by respondents to this notice is strictly voluntary and will not be compensated. Telephonic inquiries will not be accepted or acknowledged. Your response to the information requested will assist the Government in determining the appropriate acquisition method. Project Background The Government-Owned Thermo Q-Exactive HF Mass Spectrometer is used to identify, quantify, and confirm a variety of large biomolecules, including proteins, peptides, glycans, lipids, metabolites, and drug compounds. This system is widely used in the athletic arena, sporting events in drug testing and doping by athletes. This service requirement is for the maintenance, repair, service, and validation of the Government owned Thermo Electron Q Exactive Laboratory system. This service and validation are required to maintain compliance with the Food and Drug Administration (FDA), American Association of Blood Banks (AABB) and other regulatory bodies. Contract will provide Preventive Maintenance (PM), Calibration (CAL), Inspection (INSP) and Repair services. Calibration services performed using NIST traceable equipment include Calibration of Air Velocity Sensor (CAL-AIRVEL), CO2 Sensor (CAL-CO2), and Differential Pressure Sensor (CAL-DIFF- PRES). The comprehensive system test, VAL/SERV B3YR, validates calibration and documents all system functions including readings, database integrity, alarms, dial-out reports, output reports, and user programing with 24/7 support. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. Medical Readiness Contracting Office - Pacific hereby provides notice of its intent to award a sole-source, firm fixed price contract under the authority of FAR 13.106-1(b)(1). As a result, the Government intends to award directly to Thermo Electron North America LLC in West Palm Beach, FL in accordance with FAR 13.106-1(b)(1). This requirement is expected to be an indefinite delivery indefinite quantity (IDIQ) contract for a 5-year ordering period. This requirement is for the procurement for biomedical maintenance and repair services for a Government-Owned Thermo Electron Q Exactive Laboratory Analyzer System and only the OEM can provide the supplies/parts and/or services required at the level of quality required because the supplies and/or or services are unique and highly specialized. Additionally, the OEM, Thermo Electron North America LLC, has proprietary rights to design and software utilized in their instruments only their field engineers are certified, and factory trained engineers available to service these instruments.
