1. INTRODUCTION Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors who would like to manage the technical support service. The objective of the Mail Delivery Managed Service is to deliver hard copy mail in a reliable, cost-effective manner. To meet this objective, BEA shall seek Subcontractor expertise and cost-effective solutions that meet customer needs. 2. BACKGROUND The Mail Delivery Managed Service includes all United States Postal Service (USPS) mail delivered to and sent from INL, as well as all interoffice (internally sent hard copy) mail. It also includes non-deliverable mail (e.g., misaddressed, bulk and junk mail). The service shall ensure that environmental and sustainability expectations are met (e.g., recycling, reduction of hard copy material). It shall improve or streamline delivery routes, processes, and modify (expand, consolidate, or rearrange) routes and mail stops to accommodate new buildings and changing workforce. The current mail process includes delivering an average of 3,600 pieces/month of USPS incoming mail, 3,300 pieces/month of interoffice mail, and the delivery of business mail to approximately 6,500 BEA workers, as applicable. Mail is picked up from the local USPS office, rough sorted, fine sorted and staged in delivery tubs for distribution to INL buildings, floors and/or mail stop locations. All delivery services are performed at town locations (~20 buildings in Idaho Falls), and INL site areas 3. SUBMITTAL REQUIREMENTS Interested firms are requested to provide expressions of interest (via email) by close-of business on 12/19/2025. Responses must include sufficient written information confirming the responder s qualifications that addresses each of the criteria listed under section 2 above. Also, validate that the company has, or can obtain, a presence in the general Idaho Falls area. A Facility shall be within 60 miles of the Idaho Falls city limits. Note that responses must be no more than five (05) pages in length in PDF format.
