PRESOLICITATION NOTICE: The Department of Veterans Affairs intends to solicit proposals for Assisted Parking Services from qualified quoters. The Veterans Health Administration (VHA) San Francisco California Health Care System (SFHCS) has a requirement for assisted parking services to alleviate parking problems. The Period of Performance will be for a Base year and four one-year options. The anticipated start date will be on or near April 01, 2026. The Solicitation will be issued as a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-aside. Quoters will be considered eligible under the relevant NAICS code and must be registered and verified in the following; Small Business Administration (SBA) https://search.certifications.sba.gov/ . Additionally, potential quoters are further advised that failure to register in the SAM database (https://sam.gov ) will render your firm ineligible for award. The VA anticipates issuing a solicitation for this requirement on or about February 13, 2026. Quotes will be accepted commencing with the issuance date of the solicitation. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from the www.sam.gov website, as no hard copies will be made available. The solicitation will provide instructions to contractors about the quote submission process. Prospective contractors are encouraged to register their interest in the solicitation on the www.sam.gov website so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, System for Award Management (SAM) prospective contractors must be registered in SAM to be eligible for award. SAM registration is required under the applicable NAICS Code. The Department of Veterans Affairs Medical Center (VA), San Francisco, has a requirement for assisted parking services to alleviate parking problems. Based on current operations, it is estimated that the Contractor will be required to park and/or provide assistance in parking of approximately 500-700 cars per day. It is understood that the number of vehicles indicated herein are estimated quantities and may fluctuate during the contract period. Contractor shall provide sufficient number of staff in order to meet the needs of the VA.

An award for Assisted Parking Services at the San Francisco Health Care System was made to ABBA Project Management, for a contract consisting of a base period and four one-year options. The base period award amount is $282,000.00. The grand total inclusive of all options is $2,514,000.00
