The Defense Logistics Agency (DLA) is issuing this Sources Sought Notice to determine if other companies are capable of manufacturing, or legitimately obtaining the items listed and included as Attachment 1 to this announcement. DLA intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Items are sole source to Lockheed Martin Corporation, and this is the only known source of supply. If items are determined to not be sole source to Lockheed Martin, they shall be removed from the effort. The Government intends to add NSNs on to a long-term contract (LTC), which is a price pending contract that is part of a subsumable under Captains of Industry (COI) contract SPE4AX-22-D-9000. Interested and responsible sources who consider themselves qualified to manufacture, or legitimately obtain the items listed under Attachment 1, are invited to submit a response to this Sources Sought by August 5, 2025. Responses must include the name and address of the company, CAGE code, business size status, point of contact name, title, phone, and email. Responses should also include a capability statement demonstrating the company s ability to meet this requirement and include documentation demonstrating adequate financial resources, satisfactory record of integrity and business ethics, experience, accounting and operational controls, technical skills, management resources and facilities, or the ability to obtain them. A SAR package contains all of the technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality, or better, than the required item. The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item, which DLA Aviation is procuring. From Sources Sought posted on Feb 11, 2026This agency proposes to issue a solicitation for additions to price pending subsumable long-term contract SPE4AX-25-D-P003. It is anticipated that 9 NSNs will be included in this add population. The proposed action is intended to be awarded on a sole source basis as supported by a J&A in accordance with FAR 6.302-1. The NSNs to be included on this effort are sole sourced to Lockheed Martin Corporation. Please see the attached list of NSNs that have been identified for this procurement action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. Only Vendors who have access to the data or can provide traceability to the approved sources should bid. The freight-on-board (FOB) point is at Origin with inspection and acceptance at Origin. There are no special test requirements. It is the Government s intent to issue a letter request for proposal (RFP) solicitation to the sole source original equipment manufacturer (OEM). The letter RFP solicitation issue date is March 18, 2026. If any non-OEM source is interested in any of the NSNs, please notify the contracting officer prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material, or adequate traceability documentation to show that the product is acceptable. Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and the SBA PCR, Steven Powell, at Steven.Powell@sba.gov. The Government may alter the acquisition strategy if purchase of existing surplus or newly manufactured inventory is in the best interest of the Government.
