Summary

AI-generated · Aug 25, 2025

Sediment removal in the Little Goose Dam Stilling Basin involves dredging and removing accumulated sediment from the basin, following the attached technical specifications and plans. The solicitation package includes all solicitation materials and a site visit attendance list. For eligibility as a small business, the contractor (or their similarly situated subcontractors) must perform at least 40% of the dredged volume with their own equipment or equipment owned by another small dredging concern.

Since the presolicitation, the package has progressed to a formal solicitation with multiple amendments (0001–0003) and added documents such as updated technical specifications, plans, and site visit details. The reiteration of the 40% ownership/equipment requirement accompanies each amendment, and site visit information has been added via the site visit attendance lists.

The U.S. Army Corps of Engineers (USACE) Walla Walla District intends to issue a construction solicitation for a project titled Little Goose Lock & Dam Stilling Basin Sediment Removal. The work is located at Little Goose Dam located in Washington State along the Snake River. This will be a firm-fixed-price construction contract. The magnitude of construction is between $5,000,000 and $10,000,000. 100% performance and payment bonds will be required. The government expects to award one contract in August 2025. The North American Industry Classification System (NAICS) code for this project is 237990 Other Heavy and Civil Engineering Construction and the associated small business size standard is $37.0 Million. The solicitation will be made available for download on the sam.gov Contract Opportunities website in June 2025. Offerors are responsible for checking the referenced page for any updates to the Notice. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the documents posted at the referenced website. Proposals will be due approximately 30 days after the solicitation is posted. The exact proposal due date will be indicated in the solicitation. The work consists of completing the dredging work and inspecting and documenting the stilling basin concrete surface to inform future project delivery teams (PDTs) on stilling basin maintenance and repair actions. To successfully capture usable inspection data and obtain the required inspection deliverables, the stilling basin must first be thoroughly cleared of debris and sediment to expose the concrete surfaces. Stilling basin inspection deliverables include photos, videos, and findings reports. Clearing the stilling basin surfaces will involve the use of dredging equipment, likely in close coordination with divers to clear, inspect, and document the condition of the stilling basin. The estimated amount of sediment volume that requires removal is as follows: Little Goose—28,000 cubic yards. System for Award Management (SAM): Offerors must register in the SAM at https://sam.gov/content/home prior to receiving an award. Point of contact for this procurement is Preston Jones, Contract Specialist at Preston.E.Jones@usace.army.mil All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). In addition, the Contractor will be required to develop and submit for Government acceptance Activity Hazard Analyses for each phase of work and a project specific Fall Protection Plan that comply with EM 385-1-1. Use the Government-furnished Resident Management System (RMS) – Contractor Mode to record, maintain, and submit various information throughout the contract period.
