Summary

AI-generated · Feb 28, 2026

Map a high-precision LiDAR tree inventory in Gray, Maine to support decision-making on radar data quality for the WSR-88D KGYX site, by documenting vegetation relative to the current tower height and a potential future tower height. The resulting data will help determine whether vegetation removal or raising the tower offers the most cost-effective long-term solution.

This is a market research Sources Sought to assess capabilities for a standalone contract and requires capability statements demonstrating understanding of the attached Performance Work Statement, including vegetation-height mapping against current and future tower configurations. Submissions should include your company profile (SAM/U EI ID), SBA status if applicable, primary and secondary points of contact, and information about common commercial practices. All responses are for planning and will not form an offer or contract; respond electronically to the designated Contract Specialist by the stated deadline.

The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), and National Reconditioning Center (ROC), located in Norman, Oklahoma is conducting market research seeking information regarding capabilities for a standalone contract for LiDAR tree survey in Gray, Maine. The NWS operates the WSR-88D Weather Radar (KGYX) in Gray, Maine. Radar beam blockage caused by surrounding vegetation is degrading data quality. The NWS is currently conducting a survey to determine the most cost-effective long-term solution: removing the vegetation and/or raising the radar tower. To make this decision, the NWS requires a high-precision "Tree Inventory" that maps the vegetation against both the current tower height and a potential future tower height. The North American Industry Classification System (NAICS) Code for this requirement is 541370 Surveying and Mapping (except Geophysical) Services. Capability statements shall clearly show an understanding and compliance with the attachment Performance Work Statement (PWS), including but not limited to, mapping vegetation against the current tower height and potential future tower height.
