The requirement is for the providing of health/medical insurance services to the Locally hired employees of the United States Mission. The estimated number of employees is approximately 186 with approximately 248 eligible dependents. Please note these are only estimated quantities. The anticipated performance period is for one year. All responsible sources may submit a quotation, which will be considered. The solicitation will be issued via https://beta.sam.gov/ The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price type contract with economic price adjustment. The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation. All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals. The Embassy of the United States of America invites you to submit a proposal for locally employed staff health insurance coverage. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price, based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-proposal conference at the site, The pre-proposal conference will be held on February 13th 2026(East African time) at the U.S. Embassy Kigali. Prospective offerors should contact kigaligsoprocurementrequest@state.gov by 10:00am East African time,for additional information or to arrange entry to the building. Proposals are due by February 25th 2026 East Africa Time. No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. It is important to make sure the submission is made in specific size and format; as file attachments in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format.
