The Department of War (DoW) is conducting market research to identify potential sources capable of delivering a highly specialized, closed-loop Leadership Assessment and Development Engagement. This effort requires a vendor capable of providing a proprietary, fully integrated methodology (combining curriculum, assessment, and coaching) specifically engineered to enhance critical thinking, resilience, and adaptive leadership KSAs (Knowledge, Skills, and Abilities) within high-stress, dynamic defense environments. Core Technical Requirements: To be considered capable, interested vendors must demonstrate the ability to provide an integrated developmental system that meets all of the following stringent requirements: Requirement Area Technical Specifications & Required Capabilities 1. Proprietary Curricula for High-Stress Environments The vendor must possess and deliver original, proprietary curricula (equivalent to "Management Essentials" and "Leadership Essentials") developed entirely in-house. These curricula must be specifically designed for high-stress, dynamic environments (like those faced by military leaders) and cannot be derived from, licensed from, or based upon existing commercial off-the-shelf (COTS) training programs. 2. Proprietary Diagnostic Assessment The vendor must utilize an exclusively owned, original diagnostic instrument (equivalent to the "Management Effectiveness Assessment").
