Award Process The agency will first evaluate all submitted price proposals, ranking them from lowest to highest. Then, the agency will evaluate the apparent lowest-price proposal for acceptability under the three factors listed above. All three factors shall be considered acceptable for an award to be made. If the lowest-price offeror is evaluated as "Unacceptable" in any factor, the agency will then consider the acceptability of the next lowest-priced offer, continuing this process as necessary until an offer is found to be acceptable in all factors and eligible for award.
