The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to award a firm fixed price modification under an existing contract to procure a lay in spares package for the Landbased Mobile Electric Power Plant (LMEPP) 4282AS0100-1 to satisfy spare requirements after material support date in addition to the initial spare items list from Essex Electro Engineers, Schaumburg, IL. The lay in spares package includes the following items: Item Name Part Number CONTROL PANEL, DIGITAL C739-6301 AC FAULT CARD C739- 6002 DC FAULT CARD C739-6003 ENGINE CARD C739-6004 ANNUNCIATOR CARD C739-6005 REGULATOR CARD C739-6006 FIRING BOARD,270 DC C739-6101 SCR DUAL C739-6102 STATOR, EXCITOR C739-1304 MODULE,ENGINE CTRL C739-1905 Essex Electro Engineers is the Original Equipment Manufacturer, owns the technical data, and is the sole designer, developer and manufacturer of the LMEPP. The government does not possess the required technical data currently to effectively solicit this requirement by full and open competition. No other manufacturer or procuring agent would have this data and are capable of manufacturing or procuring a complete lay in spares package to successfully meet the Governments requirement. NAWCADLKE intends to award this modification under the authority of 10 U.S.C. 3204(a)(1) (formerly known as 10 U.S.C. 2304(c)(1)), as implemented in FAR 6.302-1. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
