(1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing, brand name or industrial mobilization). Under this effort the contractor shall provide all of the manpower, tools, software, facilities, and equipment necessary to maintain and sustain the Tyndall AFB Q-UGV's for a period of 1 year after contract award.
