Summary

AI-generated · Aug 25, 2025

A sole-source contract is planned with the Council of Chief State School Officers (CCSSO) because CCSSO provides the unique nationwide, state-level perspective needed by the National Assessment Governing Board to inform NAEP policy and fulfill federal responsibilities. The arrangement supports ongoing collaboration with CCSSO’s State Policy Task Force, focusing on topics such as NAEP reporting and communication, assessment scheduling, inclusions and accommodations, interpretation of results, and how NAEP data guide state policy and governance.

Organizations or individuals with the capability to contribute may submit capability statements; there is no competitive solicitation, and the government may choose not to compete based on responses. The contract would run for up to 36 months, with the award expected later in the year, and no specific award amount is posted.

NOTICE OF INTENT TO AWARD SOLE SOURCE See attached JOFOC for more information. Description The National Assessment Governing Board (NAGB, Governing Board) intends to award a sole source purchase order to Council of Chief State School Officers (CCSSO) pursuant to FAR 13.106-1(b)(1) that there is only one responsible source that shall satisfy agency requirements. The membership of the Council of Chief State School Officers provides unique state perspectives on education matters, which is essential for informing the work of the Governing Board. CCSSO membership includes Chief State School Officers and state education policymakers who have the knowledge and capacity to provide state perspectives and outreach services representing all 50 states. This coordination among all 50 states and the federal government is essential for making informed policy decisions related to The National Assessment of Educational Progress (NAEP) and for carrying out the congressionally mandated responsibilities of the Board under the requirements of Public Law 107-279. More information on the work of the Board can be found at www.nagb.gov. This notice is not a request for competitive proposals. A formal solicitation will not be issued. The procurement will be awarded on or around October 19, 2025. The contract period of performance will include a maximum duration of 36 months. Background Since September 2007, the Governing Board has collaborated with the Task Force, which comprises high-level state education agency staff. The Task Force discusses current issues, policy decisions, and effective avenues for outreach. In addition, Task Force members also provide invaluable insights into how NAEP results are used in their states to inform state-level policy. The goal of this collaboration is to continue eliciting state feedback to inform the policy-setting work of the Board in specific areas. Discussion topics addressed to date include NAEP reporting, inclusion and accommodations; NAEP assessment schedule; Grade 12 NAEP; trends in NAEP results; NAEP contextual questions; misuse and misinterpretation of NAEP data; international benchmarking; research with NAEP data; modernization of the NAEP administration platform; and several Board initiatives. Topics to be discussed by the Task Force include release and communications activities for NAEP results, follow-up on previously discussed topics, as well as a variety of policy issues and activities from the Governing Board. Opportunity for Comment and Capability Statements Organizations and persons may identify their interest in and capability to respond to the requirement. Please submit capability statements to tony.white@ed.gov by August 25, 2025. A determination by the government not to compete this requiement based upon responses to this notice is solely within the discretion of the government.
