Amendment 0002 to Janitorial Services at Honolulu Control Facility, NWS, and Oahu (PMT) SSC
Description
Provide janitorial services for two FAA/NWS facilities and perform specialized window and shade cleaning for the tower cab areas. The contractor must supply all labor, equipment, tools, supplies, and supervision to handle janitorial work at the Honolulu Control Facility and the Oahu SSC Hangar Facility, plus window and cab shade cleaning for the National Weather Service building and related FAA tower cab windows. Window cleaning requires washing both inside and outside, removing film, dirt, smudges, and ensuring all glass surfaces are spotless, streak-free, and dry; tower cab shades must be polished with a non-abrasive cloth and a product designed for window film/shade material with antistatic properties, using side-to-side motions to avoid scratches, and all visible streaks removed per manufacturer and FAA specs. Exterior tower cab windows must have a coating applied to prevent condensation.
Performance must align with the Scope of Work, attached Appendices, and Frequency Charts, with duties at each location coordinated through the Contracting Officer’s Representative and Facility Point of Contact. The contract emphasizes maintaining visibility for airport approaches and runways and prolonging the lifespan of shades through proper maintenance, with detailed requirements found in the SOW and related documents.
SCOPE OF WORK The Contractor must provide all labor, equipment, tools, supplies, supervision and other items or services necessary to provide complete the following services at the listed facilities: 1. Honolulu Control Facility (HCF): 760 Worchester Ave, Honolulu, HI 96818 HCF Facilities: Janitorial Services and Window & Cab Shade Cleaning Services National Weather Service (NWS) Building: Janitorial Services 2. Oahu SSC (PMT): 100 POHAKULANA PL HONOLULU HI 96819 HNL Hangar Facility: Janitorial Services Janitorial Services: The Contractor must provide all personnel, equipment, tools, materials, supervision, and services necessary to perform Janitorial Services as specified herein for the Federal Aviation Administration (FAA) Facilities as specified in the attached Appendix/Appendices in accordance with the SOW. Window & Cab Shade Cleaning Services: Tower Cab Window Cleaning: The contractor must wash the inside and outside surfaces of the windows. Windows must be spotless and bug free for complete visibility of airport approach and runways. After windows have been cleaned, traces of film, dirt, smudges, water and other foreign matter must be removed from the frames, casings, and glass surfaces. All glass surfaces must be cleaned and left free of streaks and stains and must be wiped dry. Tower Cab Shade Cleaning: Polish shades using a soft cloth and liquid cleaning solution using a side to side motion, not circular. The cloth must be non-abrasive; the material is delicate and prone to scratching. The shades must be cleaned with a product, which is designed specifically for window film and shade material and has special antistatic properties. Impurities build up on the shades. All visible wiping streaks shall be removed per manufacturer's and FAA's specifications. Proper maintenance must significantly prolong the visibility and lifespan of the shades. Contractor is responsible for ensuring shades are not scratched. Tower Cab Exterior Windows: Apply and maintain coating to prevent condensation on the exterior glass windows of the tower cab. Performance of the contract must be accomplished as coordinated with the COR and Facility POC for each location. The cab window cleaning services function at each ATCT must be provided in accordance with the SOW. Please refer to the attached Scopes of Work (SOW), Frequency Charts, and Appendix/Appendices in Section J of the solicitation for full details.
