Summary

AI-generated · Sep 17, 2025

A package of J85 engine consumables NSNs will be added to GE’s existing J85 COI contract through a sole-source action under FAR 6.302-1. A formal written solicitation will not be issued or posted publicly; instead, a letter RFP will be directed to General Electric. Non-OEM sources may respond only if they notify the contracting officer before the synopsis close, and surplus dealers are invited to participate by providing a surplus certificate or traceability documentation (Procurement Note C04) showing acceptability. Responses from non-OEMs should identify items of interest, demonstrate the ability to supply during the contract period, and include quantity and price information, with a copy of the letter of interest sent to the contracting officer and SBA PCR.

The effort involves multiple NSNs/PNs with no minimum or maximum quantities and no separate qualification requirements. GE is identified as the only qualified source; the government does not hold rights to the parts, and related data or drawings are proprietary to GE and not provided. Proposals will be submitted electronically to the contracting officer, and registration in SAM is required prior to award. Export controls are not applicable, and the government may pursue different procurement approaches if surplus or newly manufactured stock best meets the need. Delivery is per order and will be specified on each order.

DLA Aviation intends to solicit on a sole source basis under the authority of FAR 6.302-1 to General Electric Company, CAGE 99207, via a letter Request for Proposal (RFP). A copy of the solicitation will not be available via the DLA-BSM Internet Bid Board Systems (DIBBS). A copy of this solicitation may only be available to requesters by contacting the Point of Contract (POC) for this notice directly. If any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the synopsis closing date. Surplus dealers are also invited to respond to this synopsis. The response should include a completed surplus certificate, Procurement Note C04, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. (Note: Other Aviation sites will provide their equivalent surplus clause, as applicable). Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR (steven.powell@sba.gov). The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Solicitation number SPE4AX-25-R-J854 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFARS) and Defense Logistics Acquisition Directive (DLAD). The associated NAICS code is 336412. The government intends to add these parts to the current GE J85 COI Contract, SPE4AX-20-D-9445. See attached list for complete listing of items being added. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
