The intent of this Sources Sought Announcement is to assist in our decision-making process for services procurement. This is not a solicitation, nor request for quotes or proposals. Through the receipt of responses, this will enable a more precise type of procurement process. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. The Contractor shall provide one (1) Software and Hardware Service Maintenance Contract to support the WaveMark Cath Lab Supply Management System located in at VA Palo Alto health Care System in Palo Alto, CA. The anticipated need for the Health Care Systems may be significant, and the needs may change significantly over the course of the next few weeks and months. Contractors must be able to quickly identify, screen, and process employees for rapid on-boarding with the healthcare facilities identified. Contractors must be able to quickly adapt to changing needs. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Before responding please carefully read and consider the following: As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract. Notice of Intent Page 2 of 2 Veterans Health Administration, Network Contracting Office 21, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to provide Preventative Maintenance and servicing for WaveMark Supply Management System. The Department of Veterans Affairs, NCO 21, in accordance with FAR 13.106-1(b)(1) (single source), intends to negotiate on a sole source basis with WaveMark Inc. for Software license maintenance/fees & service for Wavemark located at VAPAHCS in Palo Alto, CA. This notice of intent is not a solicitation or request for offers. No solicitation package is available. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that the responding company can provide a certified and trained in Wavemark equipment technician and can provide past performance information reflecting that they have performed maintenance on this specific brand name equipment. Scope of Work: The contractor shall furnish all labor, materials, parts, equipment, tools, travel time and transportation to provide repair, preventive maintenance, calibration, and electrical safety checks for WaveMark equipment. Services will cover repair, semiannual preventive maintenance, calibration, and annual electrical safety checks, firmware and software updates. All work is be performed completely by manufacturer s specifications and only include OEM parts and software upgrades.
