Summary

AI-generated · Mar 27, 2026

The VA Great Lakes Acquisition Center intends to award a sole-source, full-service maintenance and emergency support contract with Canon Medical Systems USA, Inc. for the Canon Aquilion One Prism CT scanner and Vitrea software at the William S. Middleton Memorial Veterans Hospital in Madison, WI. Orders will be placed under the existing IDIQ contract, and a Class Justification for Exceptional to Fair Opportunity restricts service to the original manufacturer for Philips systems; no other vendors are authorized to provide these services per the JEFO. The acquisition will be conducted under simplified procedures with a single responsible source.

This is not a competitive procurement and no solicitation documents are available. Firms that believe they can meet the requirements may submit capability statements detailing products and services and references from other customers, by electronic submission to the Contracting Officer. Submissions will be evaluated, but the Government may choose not to compete at its discretion. If no responses are received, the Government will proceed with sole-source negotiations with Canon. Telephonic inquiries will not be accepted.

Under Statutory Authority 41 U.S.C. 1901 the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Canon Medical Systems USA, Inc to provide a full-service maintenance and emergency contract of the Canon CT and Vitrea software at the William S. Middleton Memorial Veterans Hospital in Madison, WI. A Class Justification for an Exception to Fair Opportunity (JEFO) issued by the Department of Veterans Affairs Office of Acquisition and Logistics National Acquisition Center limits performance of service agreements for previously acquired and installed Philips Radiology and Imaging Systems to the OEM, Philips. Orders will be issued as sole source (to the OEM) in accordance with FAR 16.505(b)(2)(i)(B). All orders will be issued under IDIQ SPE2D1-17-D-00. NO OTHER VENDORS ARE AUTHORIZED FOR SERVICE PER THE JEFO. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified Acquisition Procedures as implemented in FAR 13.106-1(b)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS Code is 811210. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available, and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and services to the Contracting Officer by 10:00am CDT on 03/31/2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with Canon Medical Systems USA, Inc. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Eileen Meyer at eileen.meyer@va.gov. TELEPHONIC INQUIRIES WILL NOT BE ACCEPTED.
