The purpose of this Amendment 0001 to Request for quote (RFQ) 36C25926Q0011 is to provide for a site visit, answer questions, post updated Statement of Work (SOW) and extend the due date. The deadline for quotes is hereby extended to November 13, 2025, at 14:00 MT. The date for the Site Visit will be November 06, 2025 at 10:00 AM MT. The site visit meeting will begin outside the Patriot Brew of the main building at 1700 N. Wheeling Street Aurora, CO 80045. Any questions submitted after this deadline will not be answered. Vendor Questions and Answers Amendment 0001 Q1. Could you please clarify what is meant by Service Hours for H Stamp Welding, Testing, and Certification in the SOW page 1? Our understanding is that this refers to the ASME certification for heating boiler manufacturers, which is typically not a requirement for service companies. Can you confirm if this interpretation is correct? A1. This interpretation is correct. It is a requirement for working on the boiler if welding needs to be done. Q2. Could you provide details on the relief valves to be replaced? Specifically: How many relief valves are required? A2. Eight (8) total (2 valves are required each boiler per VHA Boiler Safety Device Testing Manual). The valves will be tested and certified if they pass. If they do not pass, they will need to be replaced. Q3. What are the set pressures for each valve? A3. 135 pounds per square inch (PSI) and 140 PSI Q4. What are their capacities? A4. At 135 PSI the capacity is 19,834 pounds (lbs.)/hr.) at approximately 85 percent of total boiler requirement. At 40 psi the Capacity is at 25,848 lbs./hr. at approximately 110 percent of total boiler requirement. Q5. What would be more for repairs of the unit that would be covered under unscheduled repair. What do we need to specifically supply for that objective? A5. Repairs due to unexpected failures would constitute unscheduled repairs Q6. The SOW references Current issue of the National Board Inspection Code, Part RB . Part RB has not been used in the NBIC for many years. The current NBIC section addressing inspections is Part 2. Please clarify. A6. Update the RB to Part 2. Q7. The SOW refers to an unscheduled emergency repairs section, please provide additional clarification since we are not located in the area to attend emergencies calls A7. Maintenance should be scheduled but repairs due to unexpected failures would constitute unscheduled repairs. This will be a not to exceed item to cover any unplanned maintenance that needs to be completed as seen in the unscheduled CLINS. Offerors just need to confirm that they understand that there might be times additional unplanned maintenance is involved and that those repairs will not exceed the contracted limit.

The purpose of this amendment 0002 to request for quote (RFQ) 36C25926Q0011 is to post updated Statement of Work (SOW) dated 11.13.2025 and answer vendor questions. The quote deadline is 16:00 MT 11/21/2025. Updated statement of work dated 11.13.2025 is hereby incorporated into the solicitation. Questions and answers as indicated below: Q1. May the combustion tuning be done alongside the semiannual safety device testing? A1. No, this is completed a week after the Annual boiler inspections are done. See section 1A. page 1 of SOW. dated 11.13.2025. Q2. Can the De-aerator (DA) tank be inspected during an internal boiler inspection? For 4 total NB inspection visits. A2. Yes. See section 6E. page 5-6 of SOW dated 11.13.2025. Q3. According to the VHA, the DA tank is what needs a 5-year magnetic particle testing, but the SOW does not specify which pressure vessels need this and how frequently. Please clarify. A3. DA tank needs a 6-year magnetic particle testing. The pressure vessel should be the Deaerator Tank. Frequency is every 6 years. See section 4K page 4 of SOW dated 11.13.2025. Q4. Does the Condensate tank also need to be internally inspected annually? A4. Yes. See section 3C. ii. Page 1-2 of SOW dated 11.13.2025. Q5. If the condensate tank needs to be internally inspected annually can this be done along one of the internal boiler inspections? A5. Yes. See section 3C. ii. Page 1-2 of SOW dated 11.13.2025. Q6. Need clarification if the boilers and tanks to be cleaned and prepared by the contractor before NB annual inspections. A6. Yes. See section 3A page 1 of SOW dated 11.13.2025. Q7. Is the site or contractor providing gaskets for the internal inspections? A7. The VA will provide the gaskets See section 6J. iii. page 6 of SOW dated 11.13.2025. Q8. How often do the safety pressure relief valves need to be tested and certified? E.g. - semiannual or annually. A8. All safety pressure relief valves should be tested and certified at least semi-annually. See section 1B. i. pg.1 of SOW dated 11.13.2025. Q9. Should we include the price of all new valves in the bid or is this to be quoted after awarded and tested? A9. This has been removed from the SOW please see updated SOW dated 11.13.2025. Q10. Can the VA open and close the tanks for internal inspections? A10. Yes. See section 6K. ix. #3 page 7 of SOW dated 11.13.2025. Q11. The scope of work does not identify that the existing valves are not in compliance due to construction material and capacity requirements and MUST be changed. A11. The removal of the valves have been removed from this requirement. See updated SOW dated 11.13.2025. Q12. The scope does not address that the new compliant valves are now flanged, instead of threaded, therefore code welded spool pieces must be supplied by a holder of a NB Stamp for B31.1 code piping. The scope does not address that the new relief valves will now have 4 outlets instead of the existing smaller sizing, which will now require a 2nd 6 pipe to be run parallel to an existing large enough safety relief vent line from boiler and out through the rear boiler room wall and travel on the exterior of the wall behind the existing solar panels (in the view of the public). Is this solicitation requiring the contractor to upgrade the known existing non-compliant valves to the proper compliant steel body Kunkle valves models: 300LLJ01-AS set @ 135 and 300LMK01-AS set @ 14. Item 2) Relief Valve Capacity: in accordance with: VHA Boiler and Boiler Plant Safety Device Testing Manual 8th edition (issued Feb, 2024) Checklist for Steam Safety Valves on Boiler (SVB) (For High Pressure Steam Boiler System) * Max lift pressure of 3% higher than rated lift pressure. Reseat pressure must be prior to reset point of the first steam limit switch. * Maximum accumulation pressure seen with all SVB s open and boiler in high fire should not exceed 110% of highest SVB setpoint and never exceed boiler rated pressure. * The safety relief valve with the lowest setpoint must have a relief capacity of approximately 80% of boiler steam capacity. The safety valve with the higher set pressure must have a relief capacity of at least 100% of boiler steam generating capacity. In order to meet the compliance requirement of 80% and 100% the new safety relief valves must be resized. There are three existing valves with sizes of 1-1/2 , 1-1/2 & 2 . New Kunkle valves sized to meet the capacity would now be two valves at 2-1/2 & 3 inlets and both valves now have 4 outlets requiring new drip pan elbows and new 6 vent piping. The existing third safety valve is not required by the testing manual and does not reduce the capacity requirement on either valve (set at 80% and 100%). Therefore, the third valve can be eliminated. A14. The removal of the valves have been removed from this requirement. See updated SOW dated 11.13.2025. Q15: Is this solicitation requiring that if these new valves are to be installed on EACH BOILER, the contractor will be required to run new vent outlet piping as follows: A) A Kunkle 300LLJ01-AS valves set @ 135 psi with a capacity of 19,834 lbs/hr (approx. 85% of total boiler requirement) is added; then the existing relief valve piping can stay in place and be re-used for this new valve. B) A Kunkle 300LMK01-AS valves set @ 140 psi with a capacity of 25,848 lbs/hr (approx. 110% of total boiler requirement) is added; then the existing relief valve outlet piping must be replaced with new 6 pipe ran parallel to the existing piping that is running out through the back wall and up the exterior of the plant wall behind the existing solar panels to a safe point of discharge with a minimum of 6 ft above the roof line. C) The new outlet piping would be approximately 600 ft for each line of 6 welded pipe on one safety relief valve (4 in total) for all four boilers. A15.
