Network Contracting Office 8 (NCO 8) intends to make a sole source award to Johnson Controls under the authority of FAR 6.302-1, when the supplies or services required by the agency are available from only one responsible source. Market research was conducted and determined that Johnson Controls is the only vendor capable of providing supplies and services necessary to meet the requirements. The proposed contract action is to support the Bay Pines VA Healthcare System, for the Calculation and Calibration (CaC) of up to 50 Air Flow Monitoring Stations (AFMS) and up to 175 AFMS probes. These services are required to ensure accurate airflow measurement and integration with the existing METASYS Building Automation System (BAS) installed at the Bay Pines VA Medical Center in support of the Lee County VA Medical Center, 2489 Diplomat Parkway East, Cape Coral, FL 33909. This one-time contract will be firm-fixed priced. BRAND ONLY GENERAL: The Contractor shall supply all supervision, materials, and labor to make the necessary Heating, Ventilation, and Air Conditioning (HVAC) Air Flow Monitoring Station (AFMS) system calculations and calibrations (CaC) to include including sensors, pickup tubes, pressure transducers, temperature sensors, and the AFMS controller, following manufacturer's specifications and best practices at the Lee County Health Care Clinic. SCOPE: Preform a whole building adjustment, testing and commissioning to the HVAC Air flow monitoring station (AFMS) system through providing Calculation and Calibration (CaC) on up to qty 50 (Fifty) AFMS and up to 175 AFMS probes. Calculate and calibrate the airflow in each Air Handling Units (AHU) to manufactures recommendation and optimum airflow operation. Procure and install the new air flow monitoring station and its components, including sensors, transmitter, and controller. Remove old, nonfunctioning items and install the new airflow monitoring station components, including sensors, pickup tubes, pressure transducers, temperature sensors, and the AFMS controller, following manufacturer's specifications and best practices. Connect the new system to the existing METASY Building Automation System (BAS), for data collection and integration. Re-torque electrical and power connections as needed. Ensure the station and its components are compatible with the excising Building Management System (BMS) or control system. Verify proper operation of the new airflow monitoring station and its components in manual, auto, and bypass modes. Conduct functional checks prior to verify system is functioning as designed and perform system commissioning. Run tests to ensure equipment is operating according to design parameters, including safety and emergency control devices. Configure alarm settings to notify of deviations from airflow setpoints or other critical parameters. Submit a written report containing all recorded test data and proper equipment operation. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice. This is strictly for market research purposes. Interested persons may identify their interest and capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide supplies/services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The government may consider all Expressions of Interest (EOI) received prior to November 26, 2025, at 12:30 PM EST. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
