STATEMENT OF NEED TITLE: Veterans Health Administration (VHA) Mobile Medical Unit (MMU-02) Paint, Body, and Vinyl Wrapping. BACKGROUND: VHA has acquired a Mobile Medical Unit (MMU) that brings primary care and essential health services to rural communities facing challenges in attracting and retaining healthcare providers. MMU s also serve Veterans who may be underserved or reluctant to seek care through traditional brick-and-mortar facilities. This MMU has been turned over rather than purchasing new as this would be more advantageous to government spending. However, the exterior of the vehicle is heavily corroded and in need of paint and body work to ensure structural integrity before being wrapped with graphics. STATEMENT OF NEED: VHA has a MMU that is heavily corroded with various locations of rust and body damage. The MMU must be broken down, sanded, primed/painted, and interior vinyl flooring removed and replaced. Additionally, VHA is requesting that all services performed are conducted within a 40-mile radius of the Martinsburg VA campus, location is Martinsburg VA Medical Center, 510 Butler Avenue, Martinsburg, WV 25405-9990. The C&A requirements do not apply, a Security Accreditation Package is not required. OBJECTIVES: The service provider shall deliver specific actions as described below within this Statement of Need (SON) Remove Existing Vinyl Wrap The MMU will have entire exterior vinyl wrap removed. Repair Corrosion and Body Damage to Unit Body The MMU will have all areas of surface corrosion sanded, epoxy or rust prevention sealed to all of unit body and have primer/paint applied. Apply Undercarriage Undercoating The MMU will have the entire undercarriage of vehicle cleaned of debris and applied with undercoating. Prep and Paint Exterior The MMU will have entire exterior prepped for paint and primer/paint coat applied. Tire Replacement The MMU will have all tires replaced in accordance with manufacturer recommendations. Battery Replacement The MMU will have both batteries replaced per manufacturer specifications. Remove/Replace Vinyl Flooring The MMU will have the existing Vinyl flooring removed and replaced. A/C and Generator PM Service The MMU will have a PM service provided on both A/C unit and generator per manufacturer specifications. Exterior Door Panel Repair The MMU will have exterior door panel repaired ensuring proper operation. Completion of work The provider of service will complete the repairs within 120 working days from receiving the Mobile Medical Unit from VHA and all repair parts from suppliers. Warranty The service provider will generate a written explanation of repairs and terms of warranty once the equipment has been returned to VHA. Delivery of Unit When this repair has been approved and funded, the appropriate VHA representative will ensure the service provider is notified and given the details of when the Mobile Medical Unit will be delivered for repair.
