Repair and wrap services for the VHA Mobile Medical Unit (MMU-01): perform corrosion removal, surface sealing (epoxy or rust prevention), priming, and painting in all specified areas, including left and right compartment doors, the unit body, and the day cab, with color matched to the vinyl wrap base. Replace both driver and passenger side fuel tank steps, and wrap the entire box body with a vinyl design provided by the OEM. The work must be done by a Freightliner-certified repair shop within 40 miles of the Martinsburg VA campus, completed within twenty working days from receipt of the DUV and parts, with OEM personnel conducting the final pickup.

Additional requirements: the contractor will deliver a written explanation of repairs and warranty terms after the MMU is returned to OEM. No security accreditation or CA/TA requirements apply. The notice identifies Transteck/Freightliner as the recommended provider (the only Freightliner service shop within the 40-mile radius) and provides their SAMS number. The project is a sole-source procurement with the intent to award accordingly.

STATEMENT OF WORK TITLE OF CONTRACT: Veterans Health Administration (VHA) Mobile Medical Unit (MMU-01) Paint, Body, and Vinyl Wrapping. BACKGROUND: VHA OEM has acquired a Mobile Medical Unit (MMU) that brings primary care and essential health services to rural communities facing challenges in attracting and retaining healthcare providers. MMU s also serve Veterans who may be underserved or reluctant to seek care through traditional brick-and-mortar facilities. This MMU has been turned over rather than purchasing new as this would be more advantageous to government spending. However, the exterior of the vehicle is heavily corroded and in need of paint and body work to ensure structural integrity before being wrapped with graphics. STATEMENT OF NEED: VHA OEM has a 2010 Freightliner M2 MMU that is heavily corroded with various locations of rust and body damage. The MMU must be broken down, sanded, primed/painted and wrapped in graphic images. Additionally, OEM is requesting that all services performed are conducted within a 40-mile radius of the Martinsburg VA campus. The C&A requirements do not apply; a Security Accreditation Package is not required. OBJECTIVES: The service provider shall deliver specific actions as described below within this Statement of Need (SON) Repair Corrosion and Body Damage to Left and Right Compartment Doors The MMU will have all locations of surface corrosion sanded, epoxy or rust prevention sealed to all compartment doors and have primer/paint coat applied. Repair Corrosion and Body Damage to Unit Body The MMU will have all areas of surface corrosion sanded, epoxy or rust prevention sealed to all of unit body and have primer/paint applied. Prime and Paint Day Cab The MMU will have the entire day cab sanded, epoxy or rust prevention sealed as required and have primer and paint applied. Color will match base color of vinyl wrap. Remove and Replace Driver and Passenger side Fuel Tank Steps The MMU will have both driver and passenger side fuel tank steps replaced to meet manufacturer standards. Vinyl Wrap Box Body The MMU will have entire box body wrapped with vinyl per design layout provided by OEM. Completion of work The provider of service will be a freightliner certified repair shop. The provider will complete the repairs within twenty (20) working days from receiving the DUV from OEM and all repair parts from suppliers. Upon completion, OEM personnel will come to the repair site and retrieve the MMU. We recommend Transteck/Freightliner to perform this work due to performing the estimate and being the only Freightliner Service shop within a 40-mile radius of the Martinsburg VAMC, their SAMS # is 5AF66. Warranty The service provider will generate a written explanation of repairs and terms of warranty once the equipment has been returned to OEM. Delivery of Unit When this repair has been approved and funded, the appropriate VHA OEM representative will ensure the service provider is notified and given the details of when the DUV will be delivered for repair.
