The Fort Bliss Directorate of Emergency Services requires certified maintenance services for the Intoxilyzer 9000 breath alcohol testing instruments. The Contractor will provide ongoing maintenance, calibration, certification inspections, operator training, and expert testimony to support these efforts. Fort Bliss law enforcement relies heavily on these devices but lacks an in-house, certified maintenance program to meet these requirements. The Government employs a Performance-Based Services Acquisition (PBSA) strategy to define the requirements and performance standards for this contract.
