Under the authority of FAR 6.302-1, the U.S. Department of the Treasury, Bureau of the Fiscal Service (Fiscal Service) intends to make award on a sole source basis to the Washington Metropolitan Area Transit Authority (WMATA), 300 7th Street, WW, Washington, DC 20024 for SmartBenefits Public Transportation Fare for use by Government employees in the Washington, DC metropolitan area. WMATA has been identified as the only source capable of fully satisfying the requirements in accordance with Public Law 101-509 and Treasury Directive 74-10, which establish the Public Transportation Incentive (PTI) Program. Section 629 of Public Law 101-509 and Treasury Directive 74-10 establish a public transportation subsidy program for federal employees, to encourage the utilization of public transportation. In accordance with the Public Transportation Incentive Program, the purpose of this acquisition is to obtain/provide WMATA SmartBenefits Public Transportation Fare for/to multiple agencies and/or bureaus, by establishing a strategic sourcing vehicle for utilization by all Fiscal Service Office of Shared Services (also referred to as ARC) customer agencies. WMATA was created by an interstate compact to plan, develop, build, finance, and operate a balanced regional transportation system in the national capital area. Currently, WMATA s Metrorail services 91 stations and has 117 miles of track; and Metrobus services the greater-Washington, DC metropolitan area 24 hours per day, 7 days per week with approximately 1,500 buses. WMATA s Metrorail and Metrobus systems provide public transportation to the nation s capital area within a 1,500 square mile jurisdiction. WMATA is only partially financed by fares and advertising revenue; the significant shortfall in operating costs is funded by Maryland state, Fairfax County, and the local municipalities of the District of Columbia (DC), Arlington, Alexandria, Fairfax, and Falls Church. Fiscal Service has determined that there are no alternative providers of these services within the greater Washington, DC metropolitan area at this time. The period of performance for the purchase order/contract is anticipated to be a 12-month base period with four (4) - 12-month options periods. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Fiscal Service will consider responses received no later than 12:00 pm ET on Monday, August 4, 2025. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-FIN-25-068/Attn: JSmith TAshcroft. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, Fiscal Service will make award on a sole source basis to WMATA. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 485111, size standard $29.0 million. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. UEI 3. Specific details of the product(s) that your company offers in regard to this notice. 4. Whether your services are available through a government contract vehicle or Open Market. 5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provide cable service.
