NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT NAVFAC SW intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a Single Source. Award is anticipated to occur on or about September 20, 2025 to Energy Technology and Service, Inc (ETS). The period of performance will be for approximately 180 calendar days. As indicated in the attached and approved J&A for the Urgent and Compelling request, the Government has identified that Energy Technology and Service, Inc.is capable of performing this unusual and compelling requirement. ETS, Inc. has the capability to immediately respond to this need. The contractor is familiar with current Government and Naval Medical Center San Diego procedures, have a facility nearby and are able to respond to the Government s urgent need. The 180-day period of performance would provide NMCSD critical medical facility on-site generation system capable of delivering uninterrupted utilities to critical care areas, operating rooms, and life-support. The North American Industry Classification System (NAICS) code for this requirement is 541512 with the size standard of $47 million. The applicable Product Service Code is J044. This notice of intent is not a request for proposals or quotes. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
