Summary

AI-generated · Jun 13, 2026

Procurement seeks to acquire an OSCOR Max Spectrum Receiver, a handheld spectrum analyzer with rapid sweep across a wide range (10 kHz to 43 GHz) and built-in capabilities for detecting unknown, illegal, disruptive, and rogue transmissions. Because the hardware, software, and algorithms are proprietary and patented by Research Electronics International, LLC, the government intends to award this on a sole-source basis to that company. The instrument must be portable (under 15 lbs with built-in auto-switching antenna), run on rechargeable, hot-swappable batteries, and include features such as built-in trace analysis (with math and signal list generation), patented trace analysis, SmartBars, trace recording (I&Q, waterfall), mobile bands mode, a multipurpose probe for various detections, IF output, external data storage via a high-speed M.2 SSD, and built-in Wi‑Fi and Bluetooth device detection, all controlled via a 13.3-inch capacitive touch screen. The device is intended for site surveys, RF emissions analysis, security surveys, and investigations of spectrum misuse, and there is no defined period of performance; the total value will not exceed the simplified acquisition threshold.

No public solicitation is available. Qualified vendors may respond with evidence of capability by the stated deadline. Submissions should include the company name and location, UEI, a description of the products offered, whether the content is available through a government contract vehicle or open market, and a brief capabilities statement (up to five pages) describing standard lines of business and current customers for the requested content. File formats must be Microsoft Office or Adobe-compatible; other extensions are not allowed. If no capable responses are received, the government may proceed with a sole-source award to Research Electronics International, LLC.
