NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT MODIFICAITON Administration of At-Sea Monitoring Fishery Observer Support Service The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), NOAA Fisheries hereby gives public notice of the intent to negotiate a sole-source contract modification pursuant to the authority of Federal Acquisition Requirements (FAR): FAR 6.302-5 and 41 USC 3304(a)(5) establishes authority for the government to seek services from Atlantic States Marine Fisheries Commission (ASMFC) (UEI ZXRMKZBNC8Y1). The North American Industry Classification Code (NAICS) for this acquisition is 541990, with a business size standard of 19.5M. Scope of Work The NOAA’s National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), Fisheries Monitoring & Research Division (FMRD), Fisheries Monitoring Operations Branch (FMOB) has a requirement for the administration of the At-Sea Monitoring (ASM) Program. Currently ASMFC supports the ASM and Industry Funded Monitoring (IFM) reimbursement process by reviewing, tracking, paying, and reporting to NEFSC the amounts invoiced on a monthly basis for cost reimbursement from eligible sectors or states. This contract modification increases the scope ends on the contract end date is September 28, 2025. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice.
