The specific authority for this action is RFO 12.106-1, "Soliciting From a Single Source," which states that a contract may be awarded without competition if the contracting officer determines the circumstances of the action deem only one source reasonably available to meet the Government's needs. A review of the System for Award Management (SAM) indicates that the ASSOCIATION OF NATIONAL ADVERTISERS, INC. has no active exclusions.
