Summary

AI-generated · Aug 24, 2025

Maintenance and support for NOAA Weather Radio transmitter systems at 13 Wisconsin sites, including on-site preventive maintenance, routine remote monitoring, and handling outages and restoration, plus any related services. The extension will be awarded as a sole-source, firm-fixed-price modification to the Wisconsin Educational Communications Board (ECB) to continue these maintenance services. ECB is considered the only entity capable of meeting the requirements because it can house NWS transmitters on Wisconsin state facilities and operates the Wisconsin NWR network; the requirement seeks prior experience with maintenance of weather radio transmitters of similar size and scope. The notice indicates this is not a competitive procurement, though capable parties may respond with evidence of ability within a short response window.

Since the initial notice, a modification has been issued to exercise an option to extend services for two additional months to ECB under a firm-fixed-price contract for $35,778.66 (contract 1305M220CNWWR0060, modification P25007). The arrangement remains sole-source and is described as maintenance critical to the operation of the NWR All-Hazard Radio network. This public disclosure confirms the option exercise and provides the modification details and rationale for continued ECB support.

Title: NOAA National Weather Radio Maintenance- Wisconsin Sites This announcement constitutes public notice of the National Weather Service Central Region, National Oceanic and Atmospheric Administration s (NOAA) intent to award a sole source, Firm-Fixed-Price type modification agreement to extend services for (2) two months via FAR 52.217-8, Option to Extend Services (NOV 1999) to the Wisconsin Educational Communications Board (ECB) in order to provide routine (preventative) and non-routine (corrective) maintenance services of NOAA Weather Radio Transmitter Systems for thirteen (13) sites within the state of Wisconsin. These services include, but are not limited to: on-site routine maintenance, routine remote monitoring, site outage and restoration as well as miscellaneous services as required. This requirement will be negotiated as other than full and open competition basis in accordance with 10 USC 2304(c)(1), as implemented by FAR 13.106(b)(2). Interested persons who are capable of providing the maintenance services described herein who possess prior experience with maintenance services for weather radio transmitters of a similar size and scope may respond to the requirement or submit proposals which provide clear and convincing evidence that they can meet the Government's requirement. This notice of intent is NOT a request for competitive proposals. However, the Government will consider all proposals received within two days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is published for informational purposes only. The proposed source, ECB, is a state agency with the ability to house transmitters owned by the National Weather Service (NWS) on Wisconsin State owned facilities and owns the communication network that handles all of the NWR transmissions in the state of Wisconsin. ECB has been determined to be the only source capable of meeting the Government s requirements. The applicable NAICS code for this requirement is 811210- Electronic and Precision Equipment Repair and Maintenance and has a Small Business Size Standard of $34 Million. The Government does not intend to pay for any information received in response to this announcement. All responses to this Intent to Sole Source shall be sent to the attention of Nicole Collins, (Nicole.Collins@noaa.gov) and Richard Barzaghi (Richard.Barzaghi@noaa.gov) no later than Wednesday, July 16, 2025 at 10:00 AM (PST).
