SPECIAL NOTICE: USACE NWK will be soliciting construction proposals for the ICT Swing Space at VAJCMC in St. Louis, MO. As part of the construction contract solicitation, USACE intends to include the following brand name requirements: 1. Johnson Controls: C-Cure 9000 server license & software, Software House iSTAR edge controller, REX Motion Sensor, Access Control Power Supply & NEMA 4X Enclosure, door controllers, HID PIV card readers; C Cure 9000 Intrusion Detection System (IDS), C Cure 9000 Supervisory Software, Intrusion Detection Keypad, Volumetric Detection Sensors MD, Door Position Switches - BM (DPS), Network Controller Panels and Tamper-Proof Enclosures. 2. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein. From Special Notice posted on Jul 10, 2025The U.S. Army Corps of Engineers, Kansas City District, intends to solicit and award a Design-Bid-Build (DBB) contract for the Information and Communications Technology (ICT) Swing Space for the Veterans Administration (VA) John Cochran Medical Center (JCMC), in St. Louis, MO. The Government proposes to issue a firm fixed price type contract for this project. The requirement is for a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside competitive acquisition. This solicitation will be Design-Bid-Build (DBB) and use a Best Value Trade Off method of procurement resulting in a Firm Fixed Price contract award. VAJCMC has the requirement for a temporary data center, surrounding site work, two (2) switchgear pads and enclosures, a survey for hazardous containing materials (HCMs), remediation of HCMs, Ameren Electric and AT&T line relocations and all incidental related work. The contractor shall provide all tools, equipment, transportation, supervision, and materials. All work shall be performed in accordance with the Scope of Work. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, this pre-solicitation announcement will be modified accordingly. A site visit at VAJCMC is planned for one week after the solicitation postdate.
