***The National Oceanic and Atmospheric Administration s (NOAA) Acquisition & Grants Office (AGO), Management and Budget Acquisition Office (OMB), intends to negotiate, on a sole source basis, under authority of FAR 12.102(a) and 41 USC 190, with Starboard Maritime Intelligence Limited . The requirement is for a web-based, satellite and terrestrial AIS data analysis application service capable of integrating with required regional fisheries management bodies (WCPFC/FFA) and providing high-frequency satellite AIS data for U.S. and foreign vessels, including consistent Class B AIS coverage for counter-IUU fishing operations. ***The sole source determination is based on NOAA s requirement for a web-based, satellite and terrestrial AIS data analysis application service. Starboard Maritime Intelligence Limited is the only vendor that provides a platform capable of integrating with required regional fisheries management bodies (WCPFC/FFA) and providing high-frequency satellite AIS data for both U.S. and foreign vessels, including consistent Class B AIS coverage essential for counter-IUU fishing operations. Vendor is the only entity able to execute the desired services, which are needed to fully implement OLE PID s mandate to monitor foreign and domestic fishing vessels. No other agency or vendor is in a position to effectively and efficiently deliver this service to NOAA Fisheries because Starboard is the only platform built to support international counter-IUU fishing in the Pacific, with native integration for FFA and WCPFC frameworks and the ability to cross-verify against the FFA's Regional Surveillance Picture (RSP). Starboard Maritime Intelligence is uniquely designed to integrate directly with regional fisheries management systems, ensuring seamless information sharing during multinational counter-IUU enforcement windows. The platform provides a common IUUF operating picture across the Pacific, allowing PID analysts to efficiently map regional threat vectors and share actionable intelligence regarding high-risk "dark" vessel behavior and unsanctioned high-seas transshipments, capabilities not available in general-purpose commercial maritime tools. The base year period of performance is one year from the date of award, with one option year for a period of 12 months. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
