Summary

AI-generated · Jun 06, 2026

Provide support to administer the AFRL Laboratory Demonstration Project for roughly 5,500 scientists, engineers, and mission-support personnel, including designing additions or modifications to Lab Demo initiatives such as employee assessment and compensation, broadbanding, position classification, and the Contribution-based Compensation System (CCS) and other personnel flexibilities. Deliver analysis of employee assessments, compensation results, workforce trends, and cost studies, with findings documented in reports and briefings; supply meeting, legislative, technical, training, and policy analysis; perform software/database design, revisions, testing, training, and user support; and handle re-certification and accreditation for the AFRL C2S2 software, a key tool for accurate employee assessment and pay.

The notices indicate a shift from a competitive approach to a planned sole-source award to General Dynamics Information Technology for this Lab Demo support. The first notice states a single-source award is contemplated and not subject to competition, with responses considered only to determine whether to compete. The prior Sources Sought identified capabilities needs for the Lab Demo project, but the current information confirms a sole-source trajectory with GDIT as the award recipient, underlining the project scope and critical C2S2 certification work.
